Free Speech refers to freedom to express thoughts without any kind of
censorship. This was articulated by John Stuart Mill (1806–73) who stated that it “is the liberty to think as we will so long as we do no physical damage to others… It is absolutely essential for man's self-development.”
It also implies the right of everyone to listen to speech from anyone, and that all people are entitled to have their ideas heard by everyone else even if they may disagree with those views or opinions expressed in the course of discussion or debate,
although a listener has every right to refuse to hear such views or opinions should he/she wish to do so.
